General Description and Classification Standards
Division of Strategic Asset Management requires a Senior Hydraulic Modeler /Section Manager with extensive knowledge of hydraulic modeling for Collection, Distribution, and Treatment Plants and materials used in the industry. Also Manages engineering projects, which include providing water, wastewater, asset evaluation, pipeline and treatment plant hydraulic engineering, engineering software applications, engineering design and standards review. This is an experienced managerial level position charged with responsibility for one or more activities within a department. Position manages a small group of specialized professional employees. Areas of responsibility are typically unique within the department. Supervision Received Works independently and only reports to the Director when necessary approval or other direction is required. Direction received is general and focuses more on long-term and short-term operating objectives, managerial effectiveness, and operating results. This level would be considered "middle" management.

Essential Duties & Responsibilities These are typical responsibilities for this position and should not be construed as exclusive or all inclusive. May perform other duties as assigned.
Manages the Water, Sewer Hydraulic Modeling and Treatment Plant Modeling tasks; Assigns task responsibilities to staff; Functions as a City Expert on hydraulics, environmental processes, specifications & other municipal applications for evaluating and recommending solutions to problems or verifying consultant recommendations. Provides training, coaching and mentoring to all assigned staff; Manages, supervises and directs the staff, functions, operations, programs, classes, seminars and budget of the modeling section. Serves as technical lead in handling the Modeling projects; Coordinates and conducts source water monitoring and modeling activities in conjunction with relevant agencies. Performs hydraulic analyses and design, prepares hydraulic models, evaluate modeling results and prepares & presents technical results. Updates & enhances the water & sewer network database. Communicates with City’s various groups for data acquisition and sharing. Executes modeling work as relates to Capital Improvement Program (CIP), Master Plan, Asset Management, Operations and Regulatory divisions. Assists in engineering calculations and regulatory reports. Utilizes Geographic Information Systems (GIS) and other engineering applications for pipe network updates and improvements. Acts as Subject Matter Expert (SME) and provides technical guidance to support hydraulic modeling group. Manages small to large design projects meeting schedule, scope and budget objectives per requirements of stakeholders. Provides as needed hydraulic modeling expertise and input during water or sewer emergencies. Decision Making Establishes work methods, timetables, performance standards, etc. May commit department to action.
Leadership Provided Has managerial authority over a group of professional employees and/or a group of professional, technical, or administrative employees with multiple intermediate supervisors and/or team leaders.
Knowledge, Skills & Abilities This is a partial listing of necessary knowledge, skills, and abilities required to perform the job successfully. It is not an exhaustive list. Advanced knowledge of civil engineering and pipeline & open channel flow engineering design; familiarity with water main & sewer construction; working knowledge of water and sewer network hydraulic modeling. Ability to perform water distribution network and wastewater collection modeling software; ability to interpret the work of others; ability to establish and maintain effective working relationships with employees, other divisions; ability to follow written and oral instructions; ability to communicate effectively, verbally and in writing; ability to read, interpret and produce engineering calculations, technical memorandums; ability to interpret engineering drawings and graphics.
Basic knowledge of computer hardware, software and server specifications and network architecture. Ability to work with IT staff on application software installation, maintenance, update and data storage.
Skilled in communicating verbally and written; Good interpersonal skills; Good leadership skills.
Ability to interact effectively with various personality styles and with upper departmental management or elected officials; ability to read and interpret construction drawings; ability to interpret laws, regulations and guidelines; ability to utilize Microsoft suites and project management programs; ability to establish and maintain effective working relationships with professional colleagues, employees and representatives of other public agencies.
Minimum Qualifications – Education and Experience Graduation from college with a bachelor's degree in Civil, Water Resources or Environmental Engineering; or a closely related engineering field. Knowledge of pipeline hydraulic modeling software is required 10 years of work experience in the pipeline hydraulics with significant experience in hydraulic simulation software and asset evaluation.
Preferred Education & Experience Master's degree with a major in Water Resources Management, Environmental Engineering, Civil Engineering, or related area with a Minimum of 5 years of experience in InfoWorks ICM, InfoNET and Infowater software, open-channel hydraulics and pressurized water system. Mid-level knowledge of GIS is preferred. (Equivalent professional experience may be considered for substitution for the required degree on an exception basis).
Licensures and Certifications Professional Licensed Engineer (PE) Certification in Georgia or ability to acquire by reciprocity is required.
