POSITION SUMMARY
This is professional work directing the distribution activities of the Electric Department. Work involves responsibility for planning, organizing, and directing the construction, maintenance, and repair of the electrical system, metering, ROW tree trimming, and line clearance; supervising related projects, and directing high-performing teams.

The Operations Superintendent shall demonstrate leadership, management, technical, and customer service skills through effective communications and collaboration, proper use of team resources, progressive decision making, personal accountability, ethical conduct and responsibility.

ILLUSTRATIVE JOB DUTIES AND RESPONSIBILITIES

1. Plans and directs the distribution operations of the electrical system.
2. Supervises directly or indirectly a variety of line, metering, substation, and vegetation crews.
3. Conduct a variety of personnel and staffing functions including hiring, retaining, leading, coaching, developing, and evaluating the performance of high-performing teams. Assigns work duties; monitors the quality and progress of work performed by staff. Recommends selection, promotion, discipline, discharge, and other appropriate personnel actions.
4. Assists with investigating and evaluating the best application of new developments in the electric power industry and implementing other means of securing maximum efficiency of personnel and equipment.
5. Assist in preparing annual departmental budgets and managing expenditures.
6. Formulates, implements, and monitors effectiveness of all administrative and operational policies, practices and procedures. Ensures compliance with all applicable Federal, State, and local laws, ordinances, rules, and regulations; and ensures that staff are in compliance with these policies, practices and procedures.
7. Assures effective communication of the utilities vision, business values, business plan, and other pertinent information important to key stakeholders such as employees, City Commission, and key customers.
8. Reviews engineering requirements of the electrical system and participates in evaluating system needs; works with consultants and others in the design of projects; participates in securing rights-of-way and easements.
9. Reviews projects while work is in progress and upon completion, and provides technical advice and assistance when required.
10. Serves and participates on external boards as designated by the Director.

QUALIFICATIONS

Education and Experience:

• High School Diploma or GED equivalent.
• Advanced specialty courses in technical fields applicable to electrical operations. (e.g. Journeyman Lineman, Electrical Engineering, or related technology.)
• Ten (10) years of progressively responsible management experience in a major operational area of a municipal, investor-owned, or cooperative electric utility.

Knowledge of:

• Supervisory practices and effective employee supervision.

• Principles and practices of electrical theory and engineering as applied to utilities systems.

• The characteristics and use of tools and equipment used in power line clearance and power line maintenance.

• The construction, maintenance, and repair of high voltage electrical systems, including methods, materials, and tools used in the profession.
