VDOT Richmond District (located in South Chesterfield, VA) is seeking a self-motivated leader to perform routine and in-depth visual and mechanical safety inspections of bridges and highway structures to discover damage, deterioration and defects that would impair the life, serviceability, and safety of a structure. Proactively provide feedback to managers on utilizing contracts to meet scheduling and inspection needs. Ensure accuracy and completeness of field inspection findings. Assess critical conditions and report findings to the manager. Enter new or updated inventory and element data into the VDOT Bridge Management System. Prepare and/or review bridge safety inspection reports with signatory authority; assign structural component and general condition ratings; and prioritize and make repair recommendations and estimate costs for maintenance and rehabilitation. Assess structure damage resulting from natural disaster such as extreme high water or earthquake.
Applicants must meet 2 or more of the following additional job responsibilities: Provide technical assistance to the District Bridge Safety Inspection Section to administer the bridge and or ancillary structure inspection programs. Provide assistance to the District Bridge Safety Inspection Section to review, perform, recommend and or accept updated load ratings. Perform QA QC reviews on In-house, Consultant, and Localities Inspection Reports to ensure compliance with FHWA 23 Metrics for the Oversight of the National Bridge Inspection Program. Lead unscheduled damage assessment inspections during emergency response situations to assess and make recommendations to protect the interest of public safety and Department assets. Provide assistance to the District Bridge Safety Inspection Section to perform oversight on municipality and or locality inspection programs to ensure compliance with the NBIS. Provide assistance to the District Bridge Safety Inspection Section to monitor District inspection schedules to ensure that Federal and State requirements are met for routine, fracture critical, and underwater inspections to ensure compliance with National Bridge Inspection Program Metrics for inspection frequencies. Provide technical assistance to cities and localities on bridge safety inspection program issues. Provide bridge safety inspection training and job site safety to internal and or municipality or locality inspection personnel.
Minimum Qualifications
Knowledge of bridge inspection methods and procedures, routine bridge maintenance and repair procedures, deterioration characteristics of bridge materials and common bridge types and nomenclature. Ability to communicate effectively orally and in writing to include preparing detailed reports (with signatory authority), developing sketches and applying engineering math in bridge and structure inspections. Ability to physically perform hands-on inspections of bridges and structures, work at heights, over and in water, in confined spaces, in proximity to moving traffic and in inclement weather. General knowledge of Load Ratings. Skill in use of computers and software applications to include database systems, as well as bridge inspection instruments. Ability to use required access equipment. Valid driver’s license.
Additional Considerations
Experience supervising and training others. Proficient in the use of MS Office suite, computer drafting programs and AASHTOWare Bridge Management (BrM) web-based program. Ability to operate the boom of a bucket truck or under bridge inspection vehicle. A combination of training, experience, or education in Engineering or Engineering Technology or related field desired. A minimum of 10 years of experience as an Inspector Supervisor SB (Inspection Team Leader) or equivalent desired.
