Approximately 48 million passengers traveled through Phoenix Sky Harbor International Airport in 2023, one of the busiest airports in the country in the nation's 5th largest city. Sky Harbor is the largest of three airports in the Phoenix Airport System (Phoenix Sky Harbor, Deer Valley, and Goodyear airports) which is operated by the City of Phoenix Aviation Department and has an economic impact of $38 billion annually.
The Aviation Department is seeking a motivated and dedicated Emergency Preparedness & Safety Manager (Aviation Superintendent) to lead and manage Phoenix Sky Harbor International Airport’s Emergency Preparedness and Safety Programs. This position reports to the Special Projects Administrator for Safety and Emergency Preparedness.
Developing and maintaining emergency response and contingency plans.
Assisting in developing, implementing, and maintaining FAA mandated Safety Management System (SMS) plans; assuring compliance with identified deadlines.
Preparing and conducting emergency drills and training exercises.
Preparing Airport Safety and Emergency Preparedness reports and presentations.
Providing emergency management, safety, and other training programs to ensure compliance with regulations.
Supervising Safety Analyst II’s and a Supervisor III.
This position will also be responsible for the 24-hour operation of the Phoenix Sky Harbor Command Center and Aviation Emergency Operations Center (AEOC). This includes the direct/indirect supervision of staff.
This position is required to work collaboratively with the City of Phoenix Offices of Safety and Emergency Management, Phoenix Police, and Phoenix Fire Departments. The Emergency Preparedness Manager will also coordinate emergency preparedness activities with key airport tenants including Customs and Border Protection, Arizona Air National Guard, the FBI, FAA, TSA, and airlines in response to incidents and emergencies.

Hiring Range: $84,468.80 to $113,193.60 annually.
